The Navajo County Board of Supervisors voted to award contract B25-25 for pavement reconstruction in the Starlight Light Regis State subdivision to PAP LLC, the lowest responsible bidder.
Public works staff (identified in the meeting as Manny) told the board the project covers portions of Rim Road, Wagon Wheel Lane, Torres Drive and Orion Drive in District 5 and includes removal of existing pavement and subgrade, installation of geograde and geofabric, aggregate base course and placement of 3 inches of asphalt concrete pavement. Bids were opened on March 26, 2025; four bids were received, and staff recommended PAP LLC as the lowest responsive, responsible bidder.
A supervisor asked whether the county must accept the lowest qualified bidder; staff confirmed the county’s procurement policy requires awarding to the low bidder when qualified. One board member expressed a desire for local preference rules but acknowledged state law and county procurement policies limit that option. A motion to approve the contract was made, seconded and passed by voice vote with no recorded opposition.
Staff noted the project is part of the county’s capital improvement program and that a second-phase contract for design work will be brought to a future meeting. The board did not adopt any amendment to the contract during the meeting and did not record a dollar amount in the public discussion.
