The Fairbanks North Star Borough Assembly voted unanimously on Jan. 9 to amend Title 8 of borough code covering animal control. The package of changes simplifies language, adjusts fines and gives officers greater discretion to allow some animals to remain at home for quarantine instead of being impounded at the shelter.
