Committee members asked for clarification about ordinary family uses of parks. In response, a staff member said that family gatherings of 30 people or fewer would not require a permit but that events exceeding 30 people would trigger the permit requirement because of concerns about interference with normal park use. “If it is over 30, then we would require a permit just because of concerns about interfering with normal use of the park or the public property,” the staff member said.
Councilors moved and seconded a motion to amend the ordinance and the policy as presented; the chair said the motion passed. The committee did not record a roll-call vote in the meeting transcript.
The committee’s action updates the toolbox for city staff to manage large events and adds specific prohibited items to park regulations; staff will implement the ordinance changes and incorporate the revisions into event-permit processing.
