City staff and service providers told the Government Operations Committee they are making steady progress connecting residents of the Cleveland Street encampment to housing, shelter and supportive services ahead of a planned closure date, while acknowledging risks that closures can displace people elsewhere.
Jen Gunnerman and colleagues reported case management and outreach teams have brought some people into shelter, completed lease signings for others and provided on‑site services including medical outreach and pet vaccination clinics. Staff said the encampment’s by‑name list counts roughly 50–55 people believed to be actively living there; outreach providers said many on the list are engaging with services to varying degrees.
Committee members raised concerns about the planned closure date and whether closing one encampment simply shifts people to other locations; staff replied that outreach staffing will continue and that partners are standardizing intake at warming centers and working with shelters to re‑review prior exclusion decisions when appropriate so people are not left without options.
Separately, the committee reviewed a state grant award: the city applied to the Maine State Housing Authority for long‑term solutions funding and requested $400,000; the state awarded $350,000. Staff said the funds will be used to hire a housing navigation and stabilization position and to cover one‑time needs that support tenancy (IDs, application fees, transportation and basic furnishings). The committee voted to recommend acceptance of the grant award to the full council.
