Committee approves moving deed of Hamden snow‑dump parcel to town to resolve utility work

The Infrastructure Committee approved staff recommendation to move forward with deeding approximately 0.84 acres of city property near the Hamden snow dump to the town of Hamden, with a permanent city easement to preserve access to the snow‑dump site.
Public Works Director Aaron Huthery said Hamden needs to install a new force main and sewer infrastructure on property that straddles a public road and the city‑owned parcel. "The sewer pumps that are there, the sewer pipes underneath Sucker Brook, and the force main would all be their property on our property," Huthery said. In staff review, deeding the parcel was judged to better protect the city from future liabilities than granting an easement alone.
Huthery said the parcel includes a bridge over Zuckerbrook that requires significant maintenance; Hamden has been performing that maintenance. He told the committee the shaded map area shows the parcel along the road and around the bridge and that staff requested the deed include a permanent easement for the city to access the exhibited snow dump so the city could not be locked out of its property.
Staff recommended the committee approve referring the deed to city council so the city manager can execute the deed at no cost to the town. The committee moved and seconded the recommendation and approved it; the transcript records voice approval but no roll‑call tally.
