At its April 16 meeting the Fairbanks North Star Borough Planning Board approved MD001-25 (SD016-24), a modification to the previously approved phasing schedule for Koppen and Homestead phases 3, 4 and 5 and a minor common lot-line adjustment.
Staff member George Stephan recapped that the planning board granted preliminary approval for the development on April 17, 2024, and that the decision was later upheld by a hearing officer following an appeal on Nov. 1, 2024. Stephan said the current modification chiefly reorders which phase constructs which improvements: the Katya Court turnaround will be completed and recorded earlier, while Kopanin Court construction will occur later in a subsequent phase. The modification also shifts a common lot line slightly to the west, reducing one lot’s size.
Applicant representative Jeremy Stark said the change reflects how construction unfolded in the field — Katya Court was constructed last summer while Kopanin Court remains under construction — and that the request does not alter the previously approved road design or other technical elements.
Mr. Brooks moved approval of the modification with the original six conditions and four findings of fact; Mr. LaVaughn seconded. The motion passed 5-0 on a roll-call vote. Staff recommended adoption of supplemental modification findings describing the history and staff support for the change. The board noted that the modification does not extend any final-plat deadlines established with the original approval and that the decision can be appealed within seven days to the Board of Adjustment.
The staff contact was George Stephan in the Department of Community Planning. The planning board’s approval keeps the original technical conditions in force and simply alters the order in which phases will be finalized and recorded.
