Planning board approves Josie Subdivision Phase 2, adds new road and five lots

The Fairbanks North Star Borough Planning Board on April 16 approved SD006-25, Josie Subdivision Phase 2, allowing a 6.62-acre remainder tract near Rep Road and Hollowell Road to be divided into five lots and authorizing a new public road, Josie Court.
Staff presented the proposal and recommended approval with six conditions and eight findings of fact. Planning officer Zach Lee told the board the northern unpermitted driveway onto Rep Road must be removed and that the new internal road would be built to Local 1 road standards. The Department of Transportation issued a permit with a condition that the existing unpermitted driveway onto Rep Road be “obliterated,” a condition reflected in the staff report.
The applicant, Oliver Loftus, said the developer would obliterate the northern driveway and ensure Josie Court is built in the center of the dedicated right of way and recorded as required. “We will make sure that the driveway is obliterated at the northern lot line so there's no longer any access onto Rep Road,” Loftus said.
Board member Mr. Brooks moved to approve SD006-25 with the six conditions and eight findings of fact; Mr. LaVaughn seconded. After brief discussion the motion passed 5-0 in a roll-call vote. The roll-call recorded yes votes from Mr. Perkins, Mr. LaVaughn, Mr. Pitney, Mr. Brooks and Chair Williams. The board noted that the decision may be appealed to the Board of Adjustment by filing a written notice of appeal with the clerk's office within seven days of the decision.
The approval requires the applicant to record the plat and meet the six staff conditions before final plat recordation; staff contact for the item was Zach Lee in the Department of Community Planning.
