Trustees voted to terminate the county’s Livongo contract and to discontinue the Navigate wellness portal and directed staff to add Digby Health as a vendor effective July 1, 2025. The board’s action followed a Digby presentation describing a “precision biology” program that combines genetics, gut‑microbiome testing and continuous glucose monitoring with personalized coaching and an AI‑driven meal‑analysis tool.
Mohave County wellness staff had earlier reported low engagement in the health‑risk assessment and overall limited enrollment in Livongo and the county wellness portal (Navigate). Trustee discussion focused on whether a replacement vendor could increase engagement and produce measurable savings. Digby representatives presented published study results and employer case studies showing sustained utilization (they reported an average 12.2 percent utilization across employers) and cited examples of claim reductions and weight/A1C improvements in clients; the presenter said H&R Block participants showed a 7.8x ROI over three years in a client analysis.
Trustees and staff discussed how Digby’s enrollment criteria would be managed, the program’s at‑home testing kits (saliva for genetics, stool swab for microbiome and a two‑week continuous glucose monitor), and how Digby’s approach could be used to triage which members would need medication oversight versus food‑first interventions. Trustees asked about confidentiality, how members would be identified and contacted, and whether Digby would be budget‑neutral compared with existing programs. Staff told trustees the initial implementation could be funded by eliminating the Livongo and Navigate contracts: the transition was presented as effectively budget‑neutral for FY26 without counting any potential downstream claims savings.
Board action: Trustees passed motions to terminate Livongo and to remove the Navigate wellness portal effective 06/30/2025 and to add Digby Health effective 07/01/2025. The motions authorized the human resources director to execute Digby contract documents after county‑attorney review. The motions carried unanimously at the meeting.
Ending: Trustees asked staff to manage communications to employees and to return to the board with enrollment and early utilization metrics; implementation planning and employee outreach will be handled through HR and Gallagher.
