Maricopa County planning commission approves three consent items, continues two large rezoning matters

The Maricopa County Planning and Zoning Commission on April 24 approved three consent items and voted to continue two regular agenda items, acting by roll-call votes at a meeting at the Maricopa County Planning and Development Office and via webinar.
The consent agenda — a rezoning called Peakview (Z2023060), a special-use permit for McNeil RV and Boat Storage (SU240020) and a zone change for Modular Solutions (Z250005) — passed on a single 7-0 roll-call vote after brief staff summaries and limited commissioner questions. Chairman Lindblom presided. Commissioner Layton made the motion to approve the consent agenda as presented by staff, and Commissioner Hernandez seconded.
Why it matters: The consent approvals move small- to mid-sized development proposals forward without separate public hearings. The two continued items are larger and prompted public-notice and neighborhood-notice concerns and technical review items that the applicants asked the commission to address before returning.
Key consent items
- Peakview (Z2023060): A request to rezone roughly 40 acres to R1-35 RUPD (reduced lot width to 30 feet from 45) on a 60-acre parent parcel. Staff noted the eastern portion of the parent parcel is proposed for future industrial use and that the rezoning boundary corresponds with a 65-decibel noise contour related to Luke Air Force Base. Commissioner Layton raised concerns about water service and floodplain coverage. Wendy Riddell, attorney for the applicant, said the applicant has a will-serve letter from Liberty Utilities and that drainage and subdivision layout issues will be resolved during the platting process. The staff recommendation cited approval subject to conditions A–H.
- McNeil RV and Boat Storage (SU240020): A special-use permit for an outdoor vehicle storage facility on a roughly 1-acre site in the rural-43 district in the Meridian/Mesa area. Staff recommended approval subject to conditions A–L; no public opposition was reported at the hearing.
- Modular Solutions (Z250005): A zone change to Industrial-2 for a 3.9-acre site in South Phoenix intended for an industrial storage yard. Staff noted registered support and recommended approval subject to conditions A–J.
Wrangler's Roost (SU240007) — continued indefinitely
The commission granted the applicant's request for an indefinite continuance for SU240007, a proposed special-use permit to allow an event venue (using one of three short-term rental units on a larger compound) in the rural-43 district near New River. Staff described the subject building as a historic stagecoach site and said the SUP would be a five-year permit limited to weekends, with event hours from 8 a.m. to 10 p.m., a maximum 100-person attendance limit, and a requirement to provide an ADA-accessible restroom or converted building. Staff also reported organized opposition from at least 10 properties. Commissioner Hernandez moved the continuance; Commissioner Layton seconded. The motion carried 7–0.
Goldhawk at the Preserve (Z240006) — continued to May 8
The commission voted to continue Z240006, Goldhawk at the Preserve, to the May 8 meeting at the applicant's request. The rezoning covers about 1,940 acres near the Burntwater Road and State Route 87 intersection (near Fort McDowell/Goldfield Ranch) and would consolidate multiple rural zone districts into Rural-43 REPD with a proposed density cap of 0.36 dwelling units per acre. Staff reported both organized opposition and letters submitted; staff recommended approval subject to conditions A–G. The applicant requested the continuance to ensure adequate notice to adjacent jurisdictions; Commissioner Hernandez moved to continue and Commissioner Layton seconded. The motion passed 7–0.
