La Paz County supervisors approve consent agenda, accept $4,000 enforcement grant; hold executive-session hiring action; staff recognitions and comp plan drafts

The La Paz County Board of Supervisors on April 20 approved its consent agenda (items 5a through 5j), accepted a $4,000 Governor's Office of Highway Safety (GOHS) Click It or Ticket enforcement grant memorandum of understanding to support overtime and employee-related expenses, and authorized staff to take actions as instructed following an executive session interview for the position described in the meeting as "bridal control director." County staff also recognized multiple employees for recent training and certifications, and a public commenter updated the board on the availability of the draft comprehensive plan for public review.

The board unanimously approved the consent agenda with a motion and a second; the agenda packet did not specify the individual items in the transcript. The board then discussed Item 6, a GOHS Click It or Ticket (CIOT) enforcement grant described in the agenda as "2020Five-405B-five02," a memorandum of understanding in the amount of $4,000 to support overtime and employee-related expenses from May 19, 2025, through June 1, 2025. The agenda said the item was budgeted and required no local match. When asked if the sheriff wished to speak, the sheriff replied, "Just more money." The board moved, seconded and approved the grant MOU as presented.

Later the board held a public hearing and separate action (reported in the related article) on Docket Z2025-03. The meeting then moved to an executive session under Arizona Revised Statutes §38-431.03 for the purpose of conducting interviews for the position the agenda described as "bridal control director." After the executive session the board returned to open session and voted to authorize staff to take action as instructed in executive session regarding approval of selection, further negotiations and/or appointment for that position. Under county administrator remarks, County Administrator McDowell said he attended a County Managers Association meeting in Phoenix and received updates on legislation affecting counties. The board also used the meeting's current-events portion to recognize multiple county employees for completing training and for passing certification exams. The chair presented an International Code Council certificate recognizing Michael Ramos (Community Development) as a building plans examiner; Greg Rountree completed Manufactured Housing Installation Training (Jan. 22, 2025) and received an International Code Council residential building inspector certificate; and Justin Jenkins completed Manufactured Housing Installation Training (Jan. 21, 2025), an International Code Council residential building inspector certificate, and a University of Arizona soil and site evaluation course for on-site wastewater treatment systems (March 24–26, 2025) as listed in the agenda materials.

During the public comment period Michael Ramos (Community Development) told the board a meeting with Matrix and the Planning and Zoning Commission was being rescheduled and that the public draft of the county comprehensive plan is now ready for public view and input; he said the county will distribute printed drafts to county libraries in Parker, Quartzsite, Salome and Bouse.

The meeting concluded after the board returned from executive session and approved authorizing staff to proceed with selection and appointment steps as directed.
