Greenlee County awarded the phase 1 drainage contract at the county airport to Spencer Construction after a competitive bid process, the county engineer said Tuesday.
County Engineer Reed Larson told supervisors the county received three responsive bids and that airport consultant Dibble recommended the lowest bidder, Spencer Construction, for the phase‑1 drainage improvements. "They recommend awarding to the lowest bidder, which was Spencer Construction in the amount of $336,450," Larson said, and staff reported they had already received concurrence from ADOT for the award.
The work had originally been considered for in‑house completion but staff said the public‑works workload required going to bid. Supervisors asked about Spencer Construction’s experience; staff said the firm’s principal previously worked for Granite and has done work in the region. The board voted to approve the contract and also authorized up to a 10% contingency for the project.
Why it matters: drainage improvements are tied to airport operations and infrastructure resilience. ADOT concurrence is required for FAA/ADOT‑related airport projects and signals the award can proceed to contract execution and mobilization.
