Patrick County supervisors approve public censure and temporary removal of committee appointments for Supervisor Steve Marshall

The Patrick County Board of Supervisors voted to adopt a resolution censuring Supervisor Steve Marshall for conduct the board described as unprofessional, including attempts to silence, intimidate or defame other board members and citizens, and for conduct on social media and in communications to the county. The resolution also revokes Marshall's appointments to several county boards and committees for a period of no less than one year.
A supervisor introduced the proposed resolution and read allegations into the record, saying the board had received a package of information outlining conduct by Supervisor Marshall. The resolution recited that Marshall had "repeated attempts to silence, harass, intimidate, bully, threaten, and defame other members of the board of supervisors, as well as appointed members of the board's committees, commissions, and authorities and citizens of Patrick County," and asserted he operated social media accounts and websites with intent to silence or defame others and had served notice of claims against the county.
Following discussion, a motion to approve the resolution was made and seconded. The board proceeded to a recorded vote. The tally as recorded in the meeting was three votes in favor, one opposed and one abstention; Supervisor Marshall abstained. The resolution directs that Marshall's appointments to the Department of Social Services Board, the community policy and management team, and the county's liaison positions be revoked and prohibits his appointment to county boards, committees and authorities for no less than one year from the date of the censure.
Supervisor Marshall spoke briefly after the vote, calling censure "meaningless" and saying the action sought to silence him and to expose board actions through his online posts. He said he would continue to speak publicly. The board did not take additional personnel or legal actions at the meeting; the censure motion addressed only the formal public censure and removal from county appointments.
