Board approves $99,500 master plan for Graham County fairgrounds; sidewalk design question remains

The Graham County Board of Supervisors on April 21 approved a $99,500 contract with Bowman Consulting to create a conceptual master plan, landscape plans, irrigation plans and design of a main waterline for the county fairgrounds.
County Manager Dustin Welker said the plan will cover the entire 50-acre park and incorporate reclaimed-water infrastructure that now fills the fairgrounds' ponds. "One positive thing ... we were able to get the reclaimed water line from the city of Safford up to the duck ponds," Welker said, and the plan will use existing commercial-grade pipe installed years earlier.
The contract will produce a conceptual master plan intended to guide improvements over the next 20 years, Welker said, and the county expects to phase work and pursue grants using the plan.
Supervisor Paul David praised the bid and the local office support but asked whether sidewalk design would be included. Welker said sidewalk design could be included as part of a Community Development Block Grant project if that project is selected; otherwise, in-house engineering might complete remaining design work. "It would have been nice in a perfect world to get it included in the contract," David said, and he moved to approve the Bowman contract. The motion was seconded and approved.
Ending: The master plan is now authorized and will be used for grant applications and phased improvements; supervisors asked county staff to track whether sidewalk design or an addendum should be added to the Bowman scope as CDBG or other funding decisions are finalized.
