The Gila County Board of Supervisors approved Amendment No. 12 to IGA contract BI20002263 with the Arizona Department of Economic Security, adding an itemized service budget of $390,410.33 for the county’s Community Action Program (CAP) rent and utility assistance for the July 2024–June 2025 program year.
County staff said the allocation supports casework staffing in both Globe and Payson (0.9 full-time equivalent in each location), portions of finance and program manager time (about 15% each), and direct rent and utility assistance to eligible households. Eligibility standards for CAP services follow federal guidelines administered by the state, staff said.
Supervisors asked whether eligibility levels were set by the state; staff confirmed the federal/state poverty definitions determine program eligibility. Board members noted demand typically exceeds available funds and that waiting lists for rental assistance programs are common; staff confirmed lists are periodically closed to avoid creating false expectations.
The board voted to approve the amendment by voice vote. County staff said this allocation combines with other state energy-assistance funds (LIHEAP) to provide broader utility and rent support to qualifying residents.
