County awards contract to update multi‑jurisdictional hazard mitigation plan; FEMA requirement to guide work

Funding was identified from the Building Resilient Infrastructure and Communities (BRIC) 2023 grant award.

- Participants: Staff will continue longstanding collaboration with municipal partners — Flagstaff, Williams, Fredonia and Page were named — and said they will add Northern Arizona University and the City of Sedona as participating jurisdictions for this update.
- Scope and community engagement: The contractor will undertake community engagement across jurisdictions and work with local emergency managers, fire districts and other stakeholders. Staff previously supported the City of Page with emergency operations planning and said the county will use similar templates and community outreach practices.
Board action: The board approved the award and contract (motion recorded and approved by voice vote). Emergency Management staff said they expect to return the final plan to the board when the update is complete.
