Keith County commissioners rejected an application to rezone an 11.14-acre parcel on Highway 92 West from agricultural to tourist services and separately denied a conditional-use permit for a proposed RV park and campground.
The applicant, represented in materials by Josh Tully, proposed up to 78 RV pads and related amenities. Planning staff said the parcel is roughly 2.4 miles west of the Highway 61/92 intersection, currently zoned agricultural, and that the county's comprehensive plan designates the area as a local service node; the planning commission recommended denial, saying the area was more suitable for residential uses.
Members of the public and nearby property owners urged denial at the hearing, citing concerns about wastewater and septic capacity, trash, seasonal vacancy and property values. "If you've got 75 hookups there, I don't think regular septic system is gonna work," said resident Bill Stafford, who urged the board to deny the change. Scott Maine, the owner of a nearby campground, described declining fill rates in recent years and warned that building more RV capacity could harm local operators.
Board action: Commissioners voted to deny the rezoning and then denied the conditional-use permit; motions cited the planning commission's recommendation and the area's established residential character. Commissioners noted the project could be appropriate on another parcel not zoned residential.
What this means: Because rezoning was denied, the conditional-use permit could not proceed in that location. Commissioners suggested the applicant could seek a different site not surrounded by residential development.
