The county discussed two written quotes for licensed tank removers and a site inspection by MCS that identified the need to bore and take soil samples along the old fuel line. "He's allowing the fire marshal's allowing the old lines to stay in the ground, but we have to drill to take the samples," said one staff presenter, describing why drilling raised the MCS price. The board later recorded an amount in the county packet: "$7,855.40." The facility superintendent noted county staff would help with tank digging and removal to reduce the contractor's cost.
Why it matters: the county must finish the tank removal before November to satisfy the local fire marshal. Commissioners also flagged a separate legal requirement they had not been including in contracts. "It's been a state statute since 02/2009 that all contracts have to have a clause in there about that the contractor uses E-Verify," said a county staff member during the meeting, and commissioners directed that language be added to future and current contracts as appropriate.
The board made a motion to authorize Chris to use MCS for removal and to include the E-Verify language and correct the spelling of "Keith County" in contract documents. The motion passed on a recorded roll call with all members voting yes.
What the board decided and next steps: Commissioners gave staff permission to proceed with MCS as the licensed remover and to adjust the contract language to include E-Verify. Staff said they will fund the work out of building maintenance lines and will execute a budget-authority transfer if needed.
The item was approved by roll call; staff will return with contract paperwork containing the E-Verify clause and the exact cost for formal procurement files.
