Finance committee kicks off capital facilities plan; Tyler ERP rises to top for system replacement

The Anacortes Finance Committee reported April 24 work to kick off the city’s capital facilities plan and preliminary discussions about possible revenue options, and staff said the Tyler enterprise resource planning (ERP) system has emerged as the leading candidate to replace a sunsetting platform.
Councilmember Walters reported the committee reviewed the most recent revenue reports and began preparing the capital facilities plan intended for council discussion at a June 12 retreat. The plan will list proposed projects for the next six years, starting with a preliminary director-level meeting held April 24.
Committee members also discussed potential revenue options. Walters said council has talked about increasing sales-tax-derived revenue and that staff briefly discussed changes to the city water-utility tax structure (retail customers versus wholesale customers) as a possible revenue source for capital needs; the discussion was preliminary and would return to council at the retreat if pursued.
On IT, staff reported that the city’s current ERP system is being sunset and that the consulting review of replacement options showed Tyler as the leading choice. Staff said they are finalizing details related to content management and records retention to ensure Tyler integrates with Laserfiche.
No formal council action was taken; the committee will keep the capital plan on a near-term schedule and continue vendor negotiations and integration planning for the ERP migration.
