The Lowell City Zoning Board of Appeals on April 28 continued a variance petition for 1284 Varnum Ave. to May 29, 2025, after staff confirmed the required public-notice sign had not been posted and planning reviewers identified missing details on the site plan.
The applicant’s representative said the homeowner wants to remove an existing 12-by-14 deck and build a new 16-by-24 addition to be used as a bedroom and living room. The property is in the Suburban Single Family zoning district and the petition requests relief from the minimum floor-area ratio under section 5.1 of the zoning ordinance.
Board members and staff explained there are three public-notice requirements: a legal ad in the newspaper, certified letters to adjacent property owners, and a 3-by-4-foot sign posted on the property visible from the public way for 14 days before the hearing. Planning reviewers also asked for corrected site-plan labels (deck removal and how the addition will be sited), and for elevation drawings so the board can verify height and compliance with maximum building height standards.
Member McCarthy moved to continue the petition to May 29; the vice chairman seconded the motion. The roll call recorded approvals from Chairman Peck, Vice Chairman Callahan, Member McCarthy, Member Harvey, Member Prokop, Member Nickerson; the motion passed.
The applicant was advised to post the required sign, review planning comments with staff, and submit corrected site plans and elevations before the continued hearing.
