The Lake County Board of County Commissioners adopted a midyear budget amendment at its April 22 meeting that raises the countywide budget by about $16.3 million, bringing the total to roughly $1.01 billion. The Office of Management and Budget presented the amendment and answered commissioners' questions during a public hearing.
Key figures presented by budget staff (Allison Teslia): the midyear adjustments include $12.8 million in general fund revenue changes, of which $8.0 million is an upward adjustment to beginning fund balances largely reflecting revenues realized or cost savings in FY2024 and proceeds from a surplus land sale (Commerce Park). Expenditure adjustments include a $500,000 increase for a transit grant match, a $7.2 million block of Hurricane Milton-related costs (submitted for FEMA reimbursement), and a $4.8 million allocation of Commerce Park sale proceeds to work at the fairgrounds. The county also added modest recurring costs for new positions (annualized cost estimates provided) and a videographer/editor position to support communications and the Water Authority's outreach.
The amendment preserves general fund operating reserves at about $44.6 million, representing 18.9% of operating budget after the changes (staff noted the drop in reserves from the adopted budget is due in part to planned resurfacing and the Milton response). The board approved the amendment following the public hearing.
What comes next: staff will continue to pursue FEMA reimbursement for Milton-related costs; human resources and budget staff will finalize any personnel-related onboarding and annualization; the finance office will post updated financial documents to the Clerk's website.
