Lake County commission approves audits, budgets and permits; rejects Polk County housing bond request

The Lake County Board of County Commissioners on April 22 took a series of routine and substantive votes: it accepted the county's annual comprehensive financial report, approved a midyear budget amendment that adds roughly $16.3 million countywide, renewed an ambulance operator's limited certificate, approved a vacation of right-of-way, committed $460,000 in HOME funds for an affordable senior housing phase, and rejected a county resolution that would have authorized revenue bonds connected to a Polk County housing authority project in the city of Tavares.

The board's action on the audit: county auditors from Forvis Mazars issued an unmodified opinion on the fiscal year ended Sept. 30, 2024, and the board voted to accept the auditor's report, 5-0. The vote followed the auditor's presentation highlighting strong liquidity, a current ratio above 3.0 and no audit findings or reportable compliance exceptions.

On the midyear budget the board held a public hearing and voted to adopt a supplemental budget that increases the countywide budget by about $16.3 million to a new total near $1.01 billion. The general fund adjustments total about $12.8 million and include an $8.0 million upward adjustment to beginning fund balances (largely from revenues and savings realized in FY24), a $500,000 increase for a transit grant match, about $7.2 million in Hurricane Milton response expenditures (to be submitted for FEMA reimbursement) and a $4.8 million allocation of land-sale proceeds for fairgrounds work. The adopted general fund operating reserves after the amendment remain at roughly $44.6 million (18.9% of operating budget) as presented to the board.

Other formal actions taken by the commission included: - Renewal of RightWay Transportation's limited-scope Basic Life Support (BLS) certificate of public convenience and necessity to carry patients who require oxygen or medically monitored transport; vote 5-0. - Approval of Vacation Petition 13O3 (a right-of-way vacation adjacent to CSX in Mount Dora), with staff recommendation to retain a 10-foot strip for future trail/construction needs; vote 5-0. - A HOME program loan commitment of $460,000 for Clermont Ridge Phase 2 (84 senior units), contingent on state Low Income Housing Tax Credit award; vote 5-0. - Approval of a subrecipient agreement under CDBG with Lake Cares, Inc., for a mobile food pantry; vote recorded 4-0 with one commissioner abstaining from that item. - Confirmation of minutes and routine consent agenda items; unanimous votes where noted.

On a contested agenda item, the board voted 5-0 not to adopt a resolution that would have authorized issuance of revenue bonds by the Polk County Housing Authority for a proposed low-income/section 42 project in the city of Tavares. The city administrator for Tavares, John Drury, told the board the developer had previously represented the same 10-acre site would be "market-rate" housing when the city approved annexation and reserved water/sewer capacity. City officials asked the commission to require the developer to return to the Tavares City Council before the county took action; the developer's representatives said the project was intended as income-restricted workforce housing (60% AMI) and asked for more time. After public comment and discussion the commission moved to disapprove the resolution rather than approve it; the motion carried 5-0.
