Conference committee approves SB 38, limits county conditions on HHFDC projects

Sen. Chang, chair of the Senate conferees, announced the committee's recommendation and called the roll.
The CD1, as described to the committee, prohibits a county legislative body from imposing stricter conditions on HHFDC housing development proposals that would increase project costs, narrows stricter area median income requirements, and restricts reductions of fee waivers that would raise project costs. The CD1 also changes the bill's effective date to "upon approval" and revises statutory language (201HDash381 in the transcript) to require that the corporation find a housing project consistent with the chapter's purpose, meet minimum health and safety requirements, and provide counties an opportunity to comment.
Sen. Chang summarized the committee's understanding of the CD1 before the roll call. The chair recommended passage with amendments; the committee then recorded the vote. On the Senate side, Chair Chang and Co-chair Rhodes voted aye; Sen. Kanuha also recorded an aye vote and Sen. Fevella was excused. On the House side, co-chairs Essel and Tarnas and conferees LaChica and Miyake voted aye; conferee Muraka was excused. No "no" or abstain votes were recorded in the committee transcript.
The committee record shows the recommendation was adopted and the bill was reported out as a CD1 with the amendments described on the record.
The committee also spent the earlier portion of the morning rolling a number of other housing- and transportation-related conference items to subsequent sessions while they awaited fiscal (FIN) and Ways and Means (WAM) releases; those items were not taken up to a final vote during the April 24 10:30 a.m. agenda.
The committee adjourned after reporting SB 38 as adopted with amendments; the measure will proceed in the legislative process as reflected by the conference's report.
