Committee members moved directly to a recommendation vote. On the senate side, Chair Elefante voted "aye," Co-Chair Rhodes voted "aye," and Co-Chair Moriwaki voted "aye." Members Fukunaga and Favela were recorded as excused. On the house side, the recorded "aye" votes included Chair Baladi, Co-Chair Tarnas, Co-Chair Lamasau, Member Hasham and Member Souza; one member (Iwo Mouto) was excused.
The committee identified the conference-file footer for the measure as 2025-2776 SB104 CD1 SM A-Dash2.DOCS (as read on the record). With the recorded ayes and excused members, the conference announced "We have a bill."
The measure as discussed creates a phased implementation: limited provisions effective July 1, 2025; a working group with the Department of Corrections and Rehabilitation convened Aug. 1, 2025; two progress reports due Dec. 1, 2025 and Dec. 1, 2026; and substantive provisions becoming effective July 1, 2026.
