Council approves consent appointments, water monitoring agreement and engineering task order; mixed action on liquor licenses

The Lincoln City Council on April 28 confirmed several citizen board appointments, approved a multiyear water-quality funding agreement with the U.S. Geological Survey and authorized an on-call construction engineering task order, and acted on multiple liquor license requests.

The council unanimously approved consent items including appointments to advisory boards. Andy Berry was appointed to the Charter Revision Commission for a partial term to expire July 15, 2028; Lynn Ayers was appointed to the Citizen Police Advisory Board through Nov. 17, 2027; Drake Bray and Isaac Remboldt were appointed to the Veterans Memorial Garden Advisory Council (terms noted in the roll call). The council also clarified and reappointed John Goldrich to the Lincoln Commission on Human Rights for a term expiring Dec. 31, 2025.

On item 1F the council approved a joint funding agreement between the City of Lincoln (on behalf of Lincoln Water System) and the Lower Platte South Natural Resources District to fund real-time continuous water quality monitoring in the Lower Platte River at Lechara by the U.S. Geological Survey; the motion carried 5-0. The council also approved an on-call construction engineering services task order agreement with Spies Lewis Engineers LLC for the 50 Sixth Street Van Dorn to Spruce rehabilitation project; that motion carried 5-0.

On liquor license matters, the council took separate action. The Earth Florals LLC application for a Class C liquor license (8320 Glen Oaks Drive) and related manager application were approved. A special designated license for Kincada Brewing Company LLC (Sideshow Spirits) to hold an outdoor event June 7, 2025, was approved. The council denied the applications for TFL Inc. doing business as Mega Saver (5700 North 30th Street) and the related manager application; members cited a history of sales-to-minor violations described in the public hearing record.

The council’s consent-vote format consolidated many of the routine appointments and contracts into the first section of the agenda; all the consent items listed above were introduced by Councilmember Carlson and carried on unanimous roll calls where recorded. The liquor license decisions were heard during the public hearing portion of the meeting and voted separately after public testimony and applicant responses.

The council proceeded from the consent agenda to public hearings and more detailed policy items later in the meeting, including a contested appeal over a proposed special assessment water district on Fletcher Avenue and zoning and text amendments introduced by Planning.
