City human resources staff presented an ordinance to update the Spokane Municipal Code (SMC) provisions on employee leave to align with state law requirements for paid sick leave and paid family and medical leave, and to harmonize code language with collective bargaining agreements.
Allison Adams said the existing SMC leave section dates back to 2007 and needs revision to reflect the state’s paid sick leave and paid family-and-medical-leave rules (for example, accrual and permitted uses). She told the committee the state law requires accrual at a minimum one hour of paid leave for every 40 hours worked and specific usage allowances, and the SMC changes would allow the city to implement required practices consistently across departments.
Committee members asked about prior municipal sick-leave policies and the role of earlier local task forces; Adams said the city had adopted leave practices previously and that the current ordinance revision is intended to bring code language into alignment with years of state law and negotiated practice. The committee received the briefing; no formal vote was recorded in committee.
