Council refers Second Avenue vacation and related parcel consolidations to Planning Commission for District 46 redevelopment

Berea City Council referred to the Planning Commission on April 21 two developer-related ordinances that would vacate the existing Second Avenue, dedicate a relocated Second Avenue, and approve consolidation and splitting of several permanent parcels tied to the District 46 redevelopment.
Director of Public Service Romano explained that the proposal would vacate the current Second Avenue right-of-way and consolidate adjacent parcels to allow a relocated Second Avenue to be dedicated as a 60-foot right-of-way. The developer will construct the relocated road and relocate city utilities (water and sewer) into the new dedication; private utilities will be placed in a separate 20–30-foot underground easement where needed. Romano said the developer is paying for engineering and physical construction costs and that the city will assume maintenance responsibility for the relocated street once it is dedicated and accepted.
Why it matters: The plat and vacation would enable redevelopment work in the District 46 project area by clearing and reconfiguring property lines and creating a publicly dedicated right-of-way that matches the redevelopment design. Council members asked whether the developer would be responsible for repair if construction damages existing roads and whether the new street would be built to city standards; staff confirmed the developer bears construction costs and that the new road will be dedicated to the city for long-term maintenance.
Council action: Councilmember Jimenez moved and Councilmember Zacharias seconded referral of Ordinance 4-11 (vacation/dedication of Second Avenue) and Ordinance 4-12 (parcel consolidation/split/dedication) to the Planning Commission; council approved the referral by voice vote.
Next steps: Planning Commission will review the plats and return recommendations to council; future ordinances will be scheduled for readings and final council action if the commission recommends approval.
