Finance Director Dean briefed Strongsville City Council on April 21 about the possibility, discussed by the city’s underwriter, of allowing retail investors to participate in future municipal bond offerings.
Dean said the concept is an option the underwriter raised and that the city currently has no active bond offering. "There’s an option, to invest in the city," Dean said, describing retail participation as something the city could make available in future offerings. Dean and council members emphasized that the city is not promoting any investment at this time and that there are legal and disclosure ramifications to work through should the city pursue retail access.
Mayor Persiak and Law Director Jamieson flagged the need for careful legal review and appropriate disclosure language before the city takes any steps. Council members also discussed practical considerations, including routing interested residents to broker-dealers and the need to avoid the appearance of the city promoting specific investments.
