Council awards $1.86 million contract to replace lead water service lines under state rule

The City Council voted to award a contract to C and P Construction Co., Inc. in the amount of $1,864,750, with a $90,000 contingency, for lead water service replacement (Contract 3). The work is part of Dearborn’s compliance with Michigan’s lead-and-copper rule and is intended to replace lead service lines from the property line through at least 18 inches inside basements at no charge to homeowners.
A city representative explained that the program responds to the state requirement enacted in June 2018 that municipalities inventory and replace lead service lines. Council members noted the program’s public-health purpose and reminded residents that homeowners may petition the city to accelerate replacements on their properties if they wish to be prioritized.
Councilman Abraham told the meeting that the program moves a fraction of the full inventory each year and urged homeowners with children or other risk factors to contact the city for options to expedite replacement.
The resolution was approved and immediate effect was requested to maintain project schedule and compliance timelines.
