Waukee council approves five-year CIP and reimbursement resolution for future bonds

The Waukee City Council approved a five-year capital improvement program (CIP) for fiscal years 2026–2030 and adopted a related reimbursement resolution authorizing future debt issuance to reimburse certain expenditures.
Rachel, a city staff member who presented the CIP, summarized program totals: roughly $13.2 million in park projects, about $3.7 million in trail projects, $14.7 million in administrative projects (including downtown redevelopment and facility refurbishments), approximately $185.4 million in road projects (including a $78 million phased University Avenue extension), and roughly $28.2 million in utility projects. Funding sources listed in the presentation include general obligation (GO) bond proceeds, local option sales tax (LOST) cash, tax increment financing (TIF) bonds, utility cash and revenue bonds, and GO bond proceeds.
After the CIP presentation, the council voted unanimously to approve the CIP resolution (agenda item H2). The council also approved a separate resolution (agenda item H3) declaring the city’s official intent under Treasury Regulation 1.150-2 to issue debt to reimburse the city for original expenditures on specified projects; staff explained the reimbursement resolution updates the CIP list annually and allows the city to reimburse pre-issuance project costs once bonds are issued.
Rachel noted major road work planned over the five-year period, including joint projects with the City of Clive (Northeast Dallas Road phases) and reconstruction of Warrior Lane from Marshall to Hickman. Utility projects described include sewer extensions (West Area phase 3) and rehabilitation of water and sewer lines in older neighborhoods; staff said the city plans to place bonds in September, after the state legislative session concludes and staff finalizes financing decisions.
Both resolutions passed on unanimous roll-call votes. Council members Kron, Pierce, Sinclair, Battenberg, Grove and Crown recorded yes votes on the CIP and the reimbursement resolution.
