Public Works staff said the low base bid for the chip-seal work was $135,378.98 (submitted by the contractor that offered the low bid in the March 13 letting). The program will treat approximately 43,000 square yards (about 13,950 linear feet) across the listed streets.
Staff explained the city uses an annual pavement rating required by WisDOT to prioritize treatments. Roads rated roughly 5–7 receive chip seal as a preservation treatment; chip seal is typically expected to extend pavement life by five to seven years, and reconstruction is used for more deteriorated streets.
Council approved award (Resolution 25-4-2799). Staff said maps and schedules are in the council packet and that the chip seal program is Monona’s second line of defense after routine crack sealing and before mill-and-overlay reconstruction.
