Council amends capital budget and awards contract for Kelly Place stormwater project, aided by $1.15M grant

The Monona City Council approved a capital-budget amendment and awarded contracts for the Kelly Place stormwater improvements, the largest stormwater project the city has undertaken to date.

Staff reported two bids were received March 20; the low bid arrived at $1,965,883.41, which exceeded the project’s original budget. Council approved an additional $216,000 for the stormwater improvements (including a 2.5% contingency) and the city administrator authorized an additional $110,000 in contingency as needed to avoid returning the matter to council for urgent expenditures. The total project budget after those actions is $2,076,000.

Brad, an online project consultant, said the city has received $1,150,000 in grant funding for the project and that this Kelly Place installation is an underground wet-detention system using large concrete vaults. He described it as “the largest project to date” for the city and said, once complete, the work would put the city one project away from meeting the adaptive-management reductions targeted under the regional Yahara Winds program (roughly a 27% reduction in total phosphorus and a 40% reduction in total suspended solids for each major watershed in the city).

Council approved the budget amendment (Resolution 25-4-2796) and later approved award of contract(s) for construction (Resolution 25-4-2797). Staff said they will notify adjacent property owners and put notices on the city website; staff also noted that only four properties are directly adjacent and that the city will follow up with additional notices to a small buffer of residents.
