Council approves Riverplace master plan and Phase 1 PIP with sustainability reporting requirement

The Monona City Council approved the second reading of the Riverplace general development plan (GDP) and separately approved the Phase 1 precise implementation plan (PIP) for 100–300 Riverplace, a multi-building development proposed by DSI Real Estate Group LLC.
Staff described the GDP as the master plan for a three-acre site on the western side of Riverplace that envisions 227 multifamily units across two market-rate buildings. The project team said the applicant plans a phased approach; phase 1 will be the western building described in the PIP.
The Phase 1 PIP describes a market-rate residential building (identified in the staff presentation as 25 units) with ground-floor activation integrated with the Riverwalk, tenant amenities including an outdoor pool, plaza deck, fitness center and community spaces, and a mix of covered and at-grade parking. The applicant is also pursuing tax-increment financing (TIF) and will return to the Community Development Authority to discuss financing.
After council discussion about sustainability features — EV charging rough-ins, green demolition practices, and possible solar infrastructure — Councilmember Doug moved an amendment requiring the applicant to report to the city planner, before construction, the project items that promote sustainability and their estimated costs, and at project completion to report the sustainability measures included and the actual costs. The amendment (added as conditions 5 and 6) passed.
Council members also discussed parking: the GDP/PIP phasing will allow the developer to “road test” demand on phase 1 before committing to final phase 2 parking arrangements, the applicant said.
Both the GDP (second reading) and the Phase 1 PIP were approved by council vote following the amendment.
