City staff and the applicant discussed the third submittal of the Trinity Construction construction site plan at the Development Review Committee meeting on April 23. Jun Son, Planner II, described the project as a minor development on about 2 acres at 1148 Apopka Boulevard and 1169 Lambing Lane, with a proposed building area near 20,000 square feet, industrial future land use and light‑industrial zoning.
Jun Son said the applicant had addressed most comments but that a utility extension remained a primary outstanding issue. Applicant representatives identified themselves as Mr. Klutz and Mr. Adams; an applicant speaker said the team is aware of utility comments and will address them on construction plans and contact staff to resolve specifics.
The committee discussed site access. The applicant said its intent was to remove an access onto Alabama Street so the site would use East 13th Street as the primary entry. The fire department raised concerns about using grass stabilization in the right‑of‑way for emergency access; city staff said Fire Chief Holderfield has stated a paved entrance will likely be required for fire vehicle operations. Applicants said they would coordinate with the fire chief and Orange County if necessary, and that they might use concrete, paving or engineered stabilization if required.
No formal action or vote was recorded at the DRC. Staff and applicants said they will continue coordination to resolve the utility extension and the emergency access surface before final approvals.
