Board approves ProactiveMD clinic partnership to offer free on-site primary care to staff

The Franklin Public School District Board of Education approved a contract to partner with ProactiveMD for an on-site employee health clinic after a presentation by district staff and ProactiveMD representatives.
District and broker representatives emphasized the clinic’s role as part of a broader strategy to curb rising healthcare costs and improve employee access to primary care. ProactiveMD representatives said the clinic would be staffed by nurse practitioners and include a “patient advocate” to help employees navigate referrals and community resources. Angie Hammond, identified in the presentation as ProactiveMD’s regional director of operations, said the program would track utilization, clinical outcomes and financial metrics and provide monthly reporting to the district.
The contract discussed was for a multi-year term (staff said they were looking at a 3–5 year arrangement) and includes service and performance reporting. ProactiveMD representatives described the clinic offering: on-site visits during a 40-hour weekly schedule with flexible shift patterns to meet staff needs; an electronic health record compatible with local systems to share records; in-clinic dispensing for many common medications; referral coordination; and patient-satisfaction tracking. The district expects the clinic to divert some utilization from higher-cost settings, a figure framed in the packet as estimated annual cost diversion.
Board members asked about after-hours support, virtual options and candidate selection for the patient advocate role. ProactiveMD said the portal and message system would allow appointment scheduling and callbacks after hours, and that virtual/after-hours direct-visit services were available as an added contract option. The district and ProactiveMD said hiring for key clinic roles would include district input and that finalists could be presented to the district during recruitment.
Board member Dr. Beere moved to approve the partnership; the motion was seconded and passed on a voice vote. Administration said it would finalize contract language, define reporting cadence and performance targets and return with the executed agreement and a schedule for clinic launch and staff outreach.
