The 20‑inch main was described as the city’s largest distribution main, which is why staff recommended immediate action.
The measure passed by recorded roll call with 13 yes votes and no opposition or abstentions from those present.
Councilors also made light public remarks about repainting and cleaning the West Side Water Tower; staff said tower washing was planned prior to the football season.
