She summarized changes included in the substitute: clarifying that health insurers are not covered by the bill, removing a director rulemaking provision, restoring the definition of "consumer" that had been removed in an earlier draft, and revising language to resolve a potential conflict with Representative Aragona's House Bill 4,179.
