The Woodstock Planning Board continued the public hearing on a proposed major subdivision for Map Lot 2270111 on Mirror Lake Road (property of Hubbard Hills LLC), a 6.7-acre parcel proposed to be subdivided into five lots.
A representative for the applicant, identified as the project engineering/consulting team, said the developer revised the plan after an earlier request: the applicant removed a previously requested waiver and reconfigured driveways "back to 3 driveways for the 5 lots" to comply with the board's concerns. The presenter said the town road agent and fire chief provided written comments and signed the revised plan; the presenter read aloud a note: "approve these plans, chief WFD John McKay, and 04/07/2025 is the date."
Board members and the public raised site-specific concerns. One board member noted a house setback and parking configuration that likely requires a reconfiguration because the face of one garage sits 15 feet from an access easement but the subdivision rules require greater setback and external parking. The board discussed the easement that allows the fire department to loop apparatus on the parcel; the applicant's representative said the easement was intended to "make it easier for [fire crews] to once they come to the site, they can they can move back around," not to create primary access, and that the town attorney will review maintenance and liability language.
Police and neighborhood safety concerns were raised in public comment. Joyce Abigail Abuttgartner, who identified herself from the audience, said she drives the road daily and expressed worry about vehicle sight lines and density: "I regularly have flooding on my side here, And I think that these 5 units are very dense for this area." Transcript notes also show a written comment from the police chief (Kevin) that the police department "has no objection to your proposal" but that driveway access and multiple easements can be difficult to manage and that reducing units or installing a road might better serve the neighborhood.
Board members asked the town attorney (Laura) to review the easement and the deed language and to advise whether the town has maintenance responsibilities or potential liability. The applicant reported they are waiting for a DES septic approval; the applicant said they expected septic information "within a couple of weeks." Several members also suggested the Planning Board seek an advisory opinion from the Board of Selectmen about whether the selectmen would approve building permits for houses with driveway access rather than a road, because selectmen issue driveway building permits.
The board did not vote to approve the subdivision. Instead the board continued the public hearing to its next meeting (May 12) and listed outstanding items the applicant must provide before final endorsement, including DES/septic approvals, final legal language for easements for the fire department, written confirmation from the road agent and police chief, and any revised house siting needed to meet setback and parking rules.
