The Wenatchee City Council authorized Supplement No. 5 to the consultant agreement with Jacobs Project Management Company, increasing the contract maximum by $6,437,500 to provide construction oversight and verification services during Confluence Parkway Phase 1.
Tom Wachholder, the city’s public works director, told the council Jacobs has served as the city’s owner adviser and that the supplement covers services during construction including site inspection, quality control and assurance, cultural resources monitoring and evaluation of signal timing to mitigate traffic impacts caused by detours.
Wachholder said the $6,437,500 increase is within the existing project budget and that the owner‑adviser fee — at about 12.7% of the overall contract amount — is below typical benchmarks for similar projects. He credited city engineer Jake Lewing and Jacobs staff for their work during the progressive design‑build process.
Councilmember Atkinson moved to authorize execution of Supplement No. 5; Councilmember Herald seconded the motion. The council approved the supplement on a voice vote.
Contractors working on Confluence Parkway also praised city staff’s coordination. Wachholder told the council he shared the contractor’s compliment to city staff and asked that the praise be passed along.
Ending
Council direction included continuing close coordination among Jacobs, the city and the contractor during construction. Staff said Jacobs would assist with adjustments to traffic signal timing as work proceeds to reduce congestion and maintain access.
