Coryell County court accepts revised Doucet contract for FEMA hazard mitigation grant application

The Coryell County Commissioners Court voted to accept a revised contract with consulting firm Doucet to support applications for FEMA Hazard Mitigation Assistance (HMA) projects, the court announced after reconvening from an executive session.

The move matters because Doucet will prepare or assist with grant applications that the county expects to use for federally eligible mitigation projects. Commissioners said the contract was revised to remove "cost plus" language before approval.

During open session, a county staff member, Mister Bell, described the revisions being made to the Doucet contract. "The only changes that will be made is the language regarding the cost plus will be removed so that the contract amount will be this not to exceed with the hourly rate and the $500 for reproduction cost, build out, but it will not be plus 15% for those costs," Mister Bell said. He added that the 2 CFR mandatory contract provisions would be attached.

Commissioner Weddell moved to accept the contract; Commissioner Basham seconded. After no further discussion, the court voted in favor and the presiding judge declared the motion carried.

The court had tabled further action on the contract earlier and sent the matter into closed session under state law to consult with legal counsel and to deliberate real property and litigation matters; it returned to open session and approved the revised contract.

Officials said the signed contract will be circulated to county staff for final printing and execution.

What happens next: County staff will finalize the contract documents and proceed with grant application work under the revised terms.
