Council advances small-venue alcohol request at Jade North Hyde Park on first reading

Tampa City Council approved first-reading consideration of an ordinance to allow small-venue alcoholic beverage sales (beer, wine and liquor) with on-premises consumption and package sales for Unit A100 at 608 North Willow Avenue, in the Jada North Hyde Park complex.

Leo DeBartolayman, development coordination, said the applicant requests a total alcoholic beverage sales area of about 2,373 square feet (1,942 square feet indoor and 831 square feet outdoor). The application proposes closing times of 10 p.m. Monday through Wednesday and midnight Thursday through Sunday. DeBartolayman said staff reviewed the application and found it inconsistent with applicable city land development regulations and noted one waiver request related to distance separation from other alcoholic beverage establishments. He also said a supplemental revision sheet was filed the day of the hearing and that minor site-plan modifications would be required between first and second reading.

Chris Walters, who identified himself as the applicant, described the business as a coffee and wine bar with Argentine-Italian menu influences that has recently opened, and said they aim to serve the North Hyde Park neighborhood. Council members asked about bike parking; Walters said he would check with the property/landlord and that customers recently parked bikes on the patio because dedicated racks were not obvious.

Council moved the ordinance on first reading, with a motion from Council member Clendenin and a second from Council member Miranda; the motion passed unanimously. Repeal of the existing AB approval (AB12417) and a revision sheet were included in the ordinance title as presented. Second reading and adoption were scheduled for May 15, 2025, at 10 a.m. at Old City Hall.
