The Office of Energy Infrastructure Safety adopted its Safety Certification Guidelines Version 1 at a virtual public meeting held by Energy Safety. The guidelines, adopted consistent with notice issued on 04/11/2025, set the information and process requirements an electrical corporation must include when applying for a safety certification under Public Utilities Code section 8389(e).
The guidelines prescribe the specific documentation an electrical corporation must provide in a safety certification request and set procedural details for filings. "A safety certification is valid for 12 consecutive months following the issuance of the safety certification," said Susie Rose, program manager for the Electrical Undergrounding and Culture Division at Energy Safety, summarizing a statutory time limit referenced during the meeting. Rose also said Energy Safety accepted written comments on the draft guidelines through April 21, 2025, and that no opening or reply comments were received.
Energy Safety staff described three substantive changes from the prior guidance. "We did add version control to the guidelines," said Lauren Sabin, program and project supervisor for the safety culture branch, noting the document is now titled as Version 1 to manage current and future versions. Staff also removed duplicative material moved into the Energy Safety Policy Division process guidelines, adopted February 21, 2025, and added a requirement that quarterly progress reports about wildfire mitigation plan implementation include any catchback plans.
Energy Safety published the draft guidelines on March 21, 2025, and provided notice of the public meeting on April 11, 2025. During the meeting Susie Rose stated that the final guidelines remained consistent with the March 21 draft because no public comments were received. "The final safety certification guidelines version 1 are hereby adopted," Rose said.
Energy Safety said a clean version of the adopted guidelines and the meeting slides and recording would be posted to Energy Safety's e-filing docket and website by April 28, 2025. The public meeting then was adjourned.
