Felix (staff) presented the proposal, which includes: midday weekday frequency improvements on Route 6 (Lebanon Pike) moving from hourly to every 30 minutes between about 8:30 a.m. and 3 p.m.; extended evening service and increased frequencies on Routes 23, 50, 55 and 56 (weekend and evening frequency improvements); targeted weekday service to match high school start and dismissal times (Magavox/McGavock and Glencliff); two new WeGo Link zones (Elm Hill Pike and Maplewood) to expand mobility‑on‑demand coverage; and an extension of Access On Demand service to weekends and holidays.
Madeline Roberson summarized WeGo Link program performance and said the program has grown rapidly: Antioch remains the highest‑demand zone, and overall Link trips doubled every quarter in 2024 with significant growth in several zones. Staff said Link is a lower‑cost alternative to fixed‑route expansion and provides useful data for route planning. Felix said public outreach ran March 12–April 3 with three public meetings and that staff received 48 comments; an equity analysis indicated approximately 7% more trips available for low‑income and minority populations under the changes.
Staff asked the board to approve implementation dates: May 31 for Access On Demand and the new Link zones, and July 6 for fixed‑route changes. Board members asked for follow‑up data including unique rider counts and time‑of‑day trip data to better understand usage patterns; staff agreed to provide that in future updates.
Board action: the board approved MA25‑017 (summer 2025 service changes) by voice vote.
