Corvallis SD 509J plans for possible federal grant reductions; food service and some programs flagged as vulnerable

Lauren Wolf, director of finance for Corvallis SD 509J, told the budget committee the district is planning for the possibility of federal funding reductions and will include assumptions in the proposed budget.
Wolf said most federal funding—more than $10,000,000—sits in special revenue funds rather than the general fund, but reductions could force the district to shift general fund dollars to maintain services. She said staff are planning one scenario that assumes receiving 25% less in the district’s largest federal grants.
Wolf singled out the food service program as particularly vulnerable because federal reimbursement rates subsidize school meal operations. "If our federal reimbursement dollars are decreased, that means that now we need to subsidize that program, heavier with general fund dollars because kids not eating isn't a choice," she said. Wolf noted the district will run summer meal sites this year and provided last summer’s participation numbers as context: about 23,000 lunches and roughly 7,000 breakfasts (about 35,000 meals total) across 11 sites.
Staff said other federal programs, including Medicaid-reimbursed services, could also be impacted if state-level decisions alter federal pass-throughs; staff flagged the potential for significant downstream impacts on student services and local budgets.
Why it matters: Federal grants fund staffing and services that directly support students. A reduction would require district leaders to consider tradeoffs among personnel, programs and reserves.
