- Engagement letter with Chapman & Cutler LLP for IEPA loan funding work: Council approved an engagement letter not to exceed $45,000 for work related to funding through the IEPA Water Pollution Control Loan Program for projects tied to the Lake Michigan conversion; the council agreed to an amendment clarifying reference to shallow wells in the resolution. - Appointment of Adam Crossett as full-time building inspector: Council approved the appointment effective 05/05/2025 at a starting salary of $72,000. (Resolution 1298; motion carried.)
- First amendment to contract for purchase of 1610 Plainfield Road with Kwik Trip Corporation: Council approved a first amendment to grant an additional 90 days of due diligence to the buyer for access and coordination matters. (Resolution 1299; motion carried.)
- Approval of city bills and payroll: Council approved the list of bills through 04/21/2025 totaling $1,402,360.27 and payroll disclosures presented in the packet. Motion carried.
- Reappointments and commission business: Council approved several reappointments (plant commission, civil service commission and deputy liquor commissioner Dave Stangley); a separate reappointment for a deputy liquor commissioner (nonresident nominee) failed, and the council subsequently reappointed a resident deputy liquor commissioner.
Why it matters: The votes authorize consultant contracts, move forward construction payments for the West Sewer Treatment Plant, confirm personnel appointments and maintain the city’s project and operational cadence. The FY2026 budget ordinance, however, was not before the council that night and remains to be adopted at a forthcoming special meeting.
