"The bill does not impact current contracts, amendments, or renewals," the presenter said, and the committee noted the change was intended to protect about 70% of physicians in the state from being restricted by noncompete agreements.
Senator Brown spoke in support of the bill but criticized the House for narrowing its scope. "I'm very disappointed that the House stripped this bill in half," Brown said, arguing that insurers and private-equity buyers of physician practices can still enforce noncompetes and that leaves hospitals at a competitive disadvantage when trying to retain or recruit doctors.
Senator Bush closed by thanking colleagues and urging continued work to expand protections; he noted the state has a severe doctor shortage and said the intent is to make Indiana attractive to physicians.
The chair placed the report on passage, opened the machine for voting, and later closed it. The clerk announced the tally: 46 ayes and 4 noes. The secretary was directed to inform the House of the passage of the report.
