The Planning Commission on April 8 recommended approval of a rezoning request (PC 19-25) for a 28.75-acre parcel on Crowcut Road to RS-15 (single-family residential). The parcel was the subject of an earlier annexation item; staff said the property lies within the city’s urban growth boundary and, if annexed, would be subject to city zoning.
Staff noted the Fairview Forward 2040 comprehensive plan designates the site as residential high, which lists higher-density districts among appropriate options. Commissioners, however, said they preferred the developer’s proposal for detached single-family homes over denser multifamily options that the plan’s classification would allow.
Applicant representative Jim (Timothy) Mangram said the intent is to create approximately 42 single-family homes and that the RS-15 designation would support that plan. Several commissioners praised the lower-density outcome versus the higher-density options allowed by the comp plan. The commission’s recommendation will be forwarded to the Board of Commissioners for consideration on May 1.
