Planning commission backs Bowie Meadows modification that drops Wayne’s Lane access and adds stormwater basins; phase 1 plat approved with 30-home limit until a

Fairview Planning Commission on April 8 recommended approval of a major modification to the Bowie Meadows master development plan that removes a previously proposed secondary access onto Wayne’s Lane and adds two additional stormwater management basins to phase 2. Later in the meeting the commission approved the final plat for Bowie Meadows phase 1, but added a condition that no more than 30 building permits may be issued before a second point of access is completed.

The change to the phase 2 plan eliminates the Wayne’s Lane ingress previously shown along the northern boundary and relocates five affected lots so the development still contains the same total number of lots, staff said. Eric McNeely, the civil engineer for the applicant, told commissioners that topography, floodplain and an existing creek made the Wayne’s Lane connection “not your safest option for roadway access.” McNeely described the additional stormwater areas as work to “ensure that we’re controlling stormwater runoff from leaving the site.”

Friends of Bowie Nature Park board member Eileen Brogan criticized earlier development activity adjacent to the park and pressed the commission for public review of the revised plan.…
