Commission to analyze downtown parking policy during upcoming strategic planning session

Downtown business owners and residents urged the City Commission to pursue a formal, data-driven approach to downtown parking policy rather than piecemeal short-term changes.
Ted Barnhill, speaking during public comment, said local small businesses report sales declines he attributed to construction and long-term parking by hotel guests and workers. He urged the commission to consider a short-term parking zone—four blocks of two- to 2.5-hour parking—near City Hall and the new hotel.
Commissioners generally agreed a strategic, citywide approach is preferable. Commissioner Cooley and others described the issue as one that needs master-plan-level study rather than “knee-jerk” responses limited to a single block. The city manager said the issue would be a scheduled topic at the strategic planning session, where staff will present parking-management systems and options (short-term, long-term or mixed approaches).
Commissioners also noted the city’s downtown charette and the 2006 downtown master plan as existing guiding documents and asked commissioners and the public to review those documents before the strategic session. The city manager and staff said they would bring data and potential next steps to the strategic-session meeting and later workshops.
No formal votes were taken. Commissioners requested staff provide quarter 3 and an unaudited quarter 4 financial snapshot as part of budget and planning discussions so parking proposals and other capital decisions can be evaluated against available funding.
