Glendale neighbors urge safety measures for Flam Road construction

Douglas Davis, vice president of the Glendale Neighborhood Association, told the Madison Transportation Commission on April 23 that neighbors support the Flam Road resurfacing project but worry about safety during construction.
Davis said the resurfacing — scheduled to begin in July and run through at least November — will improve pedestrian crossings and bike lanes on Flam Road between Stoughton Road and near Monona Drive, but will likely push peak-hour traffic into two-block‑south neighborhood streets such as Tompkins Drive. "If they can't use FLAM, they're gonna cut through into the Glendale neighborhood," Davis said, describing Tompkins as a straight run with no stop signs and existing speeding problems.
Davis said he raised the neighborhood's concerns at a March 12 public meeting with project manager Steve Sontag and quoted Sontag as telling attendees the city "will not be directing traffic anywhere" and would not add stop signs on Tompkins. Davis said the neighborhood would like the project team, the District 15 Alder and a Transportation Commission representative to meet with the Glendale Neighborhood Association to plan mitigations, including portable enforcement, slowdown signs and possible temporary traffic controls during peak periods.
Commission chair Anne Kovich and staff asked Davis to submit the comments in writing so staff could follow up. Davis said he would email a written copy of his remarks and contact information for neighborhood leaders.
The commission did not take formal action on the item during the meeting; staff indicated they would forward written comments to commission members and coordinate follow-up with the project manager and Alder.
