Rice Lake HRA to fund $20,000 paving match to unlock 34 housing units

The St. Louis County Housing and Redevelopment Authority on this date approved board letter 25-04, authorizing a $20,000 HRA contribution to pave a segment of road needed to serve a new housing development in the City of Rice Lake.
Brad Gustafson of county economic staff outlined the project: a developer plans to construct 10 workforce housing units and 24 independent senior-living units (34 units total). The developer committed $30,000 toward paving; the Rice Lake HRA requested $20,000 to complete the capital needed for paving. The city of Rice Lake will assume maintenance of the paved road in perpetuity, county staff said.
Suzanne Herstead, mayor of Rice Lake, spoke in favor of the project and described local planning work and resident interest in additional senior and workforce housing. Commissioner Mussoff moved the resolution and Commissioner Yugovich seconded; the HRA approved the request by voice vote.
During discussion, Commissioner Harlow asked about short-term rental uses and local match requirements; Mayor Herstead said the current project is not planned as short-term rental (Airbnb-style) housing and that the developer is contributing the private share. Commissioner Harlow and others urged the HRA to continue seeking local matches and employer participation on larger projects.
The HRA’s action authorizes the county to contribute $20,000 from HRA funds to the Rice Lake paving project and proceeds with project coordination with city staff and the developer.
